NAPSAWU wants the automatic transfer of employees from the Ministry of Public Works and Transport (Roads Department) into the proposed Roads Authority. The authority which will be established through the Road Authority Bill will be independent and responsible for designing and planning road construction and maintenance programmes relating to the national road network. NAPSAWU in it’s presentation stated that, should the Bill which is currently before Parliament get the green light, there needs to be an automatic transfer of the work force from the roads department into the new authority. NAPSAWU reminded the parliamentarians that government has the responsibility of creating employment through service delivery, so letting the employees go would be contrary to this primary responsibility. NAPSAWU also raised the issue of the appointment of the CEO of the authority which they said should not be a role reserved for the minister but should be done by the board of the authority. Some of the Senators are against the automatic transfer of the employees as they labelled them as lazy and will not help the authority to realize it’s goals.
